It sets out the rules that apply, the hazards they will meet and what to do if something goes wrong. On construction projects the principal contractor must make sure one is provided; elsewhere the duty sits in the Management of Health and Safety at Work Regulations.<\/p> <h2 style=\"color: #03c56d; border-left: 5px solid #03c56d; padding-left: 14px; margin-top: 40px; font-size: 22px;\">What is a site induction?<\/h2> <p>A site induction, sometimes called a contractor induction or an access briefing, is given to everyone entering the site. The point of it is simple: nobody walks onto a site without knowing what is dangerous there and what is expected of them.<\/p> <p>It is not a substitute for training or cards. A CSCS card says something about general competence; an induction is about <em>this<\/em> site: these traffic routes, this assembly point, this supervisor. One does not replace the other.<\/p> <h2 style=\"color: #03c56d; border-left: 5px solid #03c56d; padding-left: 14px; margin-top: 40px; font-size: 22px;\">Who needs a site induction?<\/h2> <p>Everyone going on site, though not everyone in the same depth:<\/p> <ul> <li><strong>Your own employees.<\/strong> When they start, and again when the site changes around them.<\/li> <li><strong>Contractors and subcontractors.<\/strong> They know their trade but not your site. This is where things most often go wrong.<\/li> <li><strong>Drivers and delivery crews.<\/strong> Often on site for ten minutes, usually close to moving plant. A short version will do; skipping it will not.<\/li> <li><strong>Agency workers.<\/strong> Treated the same as your own staff.<\/li> <li><strong>Visitors.<\/strong> Escorted visitors can have a brief version; anyone walking the site unaccompanied gets the full induction.<\/li> <\/ul> <h2 style=\"color: #03c56d; border-left: 5px solid #03c56d; padding-left: 14px; margin-top: 40px; font-size: 22px;\">What should a site induction cover?<\/h2> <p>The core is the same every time: site rules, the PPE required, traffic routes and pedestrian segregation, the hazards specific to this site, how to report an incident or near miss, the emergency procedure and assembly point, welfare facilities, and who to go to with a question. Regulation 13(4)(a) requires the principal contractor to ensure that \u201ca suitable site induction is provided\u201d. The same paragraph also covers preventing access by unauthorised persons and providing welfare facilities throughout the construction phase.<\/p> <p>Note what the wording does and does not say. It says <em>suitable<\/em>, not \u201cone hour\u201d or \u201con video\u201d. The form is yours to choose; the suitability has to stand up.<\/p> <h3 style=\"color: #03c56d; margin-top: 24px; font-size: 18px;\">Everywhere else: MHSWR 1999<\/h3> <p>Outside construction, in manufacturing, ports, energy and logistics, the duty sits in regulation 12 of the Management of Health and Safety at Work Regulations 1999. Regulation 12(3) requires employers to ensure that people working in their undertaking who are not their employees receive \u201cappropriate instructions and comprehensible information\u201d about the risks to their health and safety. Regulation 12(1) adds that the outside employer must be given comprehensible information on those risks, and regulation 12(4) that the outside employer is told who runs the evacuation procedures, and that all reasonable steps are taken so the workers themselves can identify that person.<\/p> <p>Two words there carry weight. <em>Comprehensible<\/em> rules out handing an English booklet to a crew that does not read English. <em>Appropriate<\/em> means proportionate to what the person will actually do on site.<\/p> <h2 style=\"color: #03c56d; border-left: 5px solid #03c56d; padding-left: 14px; margin-top: 40px; font-size: 22px;\">Paper, video or digital?<\/h2> <p>The format is open. A folder at the gatehouse, a film in reception, an online portal before arrival, or a briefing on the worker\u2019s own mobile phone: all of them are allowed, as long as you can show the induction was given and understood. The strengths and weaknesses of each are set out in <a target=\"_blank\" rel=\"noopener\" style=\"color: #03c56d; text-decoration: underline;\" href=\"\/en\/blog\/digital-site-induction\/\">the comparison of digital site inductions<\/a>.<\/p> <h2 style=\"color: #03c56d; border-left: 5px solid #03c56d; padding-left: 14px; margin-top: 40px; font-size: 22px;\">Running it without a queue at the gate<\/h2> <p>The hard part is rarely the content; it is the flow. A driver sitting in reception at half past six watching a fifteen-minute film costs you both time, and when the gate gets busy the induction is the thing that quietly gets skipped.<\/p> <p>With E-lia, people scan a QR code at the gate, work through the induction on their own mobile phone over WhatsApp or email, and are only let through once they have finished it.
